| Footpath closures: Liberty comment02 Jun 2003 Local authorities planning to close public footpaths because criminals could use them are penalising law-abiding citizens. Liberty spokesman, Barry Hugill, said the measure, contained in the Countryside and Rights of Way Act, was a 'quite ludicrous' way of tackling crime.
'Footpaths and alleyways have often been around for centuries. People use them for numerous reasons and it is quite ludicrous they should be shut or diverted because of the activities of criminals. If a path is shut it won't stop muggers who will move somewhere else.
'Banning the public from paths is giving in to the criminals. Paths should be well lit and properly maintained to encourage use,' he added.
A number of local authorities are considering making applications to the Secretary of State for permission to close or divert paths. Manchester, for example, has made 25 applications.
